Nowadays,thanks to the diversified publicity media and publicity translation,China's voice on global governance could be heard around the world.President Xi put forward the Belt and Road Initiative during his state visit to eastern Asia and MiddleSouth Asia.This initiative will have far-reaching positive effect on China's development.The development of China and countries involved lies in how appropriate the publicity translation is and how well it is received by the international audiences.Taking the government's publicity translation after the Belt and Road Initiative was launched as a research object,this dissertation explores how to apply the New Rhetoric theory in the national image building,with the aim of suggesting the guiding principles for an improvement of the quality of publicity translation.The macro theoretical framework is based on Professor Liu Yameng's study on western rhetoric.Starting with the perspective of the New Rhetoric theory,the author of this paper recognizes the joint points between New Rhetoric and publicity translation.Afterwards,analysis of the adoption of this theory in publicity translation by induction method and text analysis will ensue.After a long period of evolution,western rhetoric grows into New Rhetoric,which lays emphasis on universal audience,symbolic power,rhetoric situation and identification.It happens to coincide with the purpose of publicity translation and approaches to reach the purpose.The author takes publicity translation as a rhetoric measure to achieve a common understanding among audiences.In this regard,the author borrows this fresh perspective to solve publicity problems,which can broaden the scope of mind and help to find a more flexible,pertinent and easy way to handle publicity translation.Hopefully,foreign readers will reach identification on the Belt and Road Initiative and understand more Chinese policies.
