Research On The Functions Of County Governments In The Development Of Local Characteristic Cultural Industries

Accelerating the development of cultural industry is an important measure for China to promote economic transformation and strengthen the construction of cultural power in the new period.Local characteristic cultural industry is an important part of cultural industry.The state and governments at all levels attach great importance to the development of local characteristic cultural industry,so as to bring into play its role in promoting excellent traditional Chinese culture,speeding up regional economic transformation and development,and promoting social harmony to educate,enrich and entertain the people.However,in the development of local characteristic cultural industry,it is faced with unreasonable industrial planning,market chaos,loss of traditional culture and other problems,which seriously hinder the healthy development of the industry.It is necessary for local governments to give full play to their functions and optimize the guidance and service for the development of cultural industries with local characteristics.Based on the above research background,this paper puts forward the research problem of county government function in the development of local characteristic cultural industry.Starting with the connotation and characteristics of local characteristic cultural industry,based on the theory of market failure and service-oriented government,this paper expounds the necessity of county government's function in the development of local characteristic cultural industry,the role orientation and function definition of county government in the development of industry.Taking the rice paper industry as a typical case,this paper analyzes the status quo and problems existing in the implementation of the duties of Jing County government in the rice paper industry,analyzes the reasons for the inadequate performance of the county government from the macro and micro levels,and puts forward the optimization path of the county government's functions in the development of the local characteristic cultural industry: We should enhance the capacity of county governments to perform their duties,strengthen industrial policy support,straighten out the public finance system,and deepen the reform of county government system.Strengthen the economic guidance of the county government,speed up the enactment of legislation,strengthen market supervision,improve the investment and financing mechanism;We will improve public services at the county level,improve infrastructure,build platforms for innovation,exchange and exhibition,and information service,and cultivate multiple market players.We will carry out the cultural responsibilities of county governments and strengthen the protection and inheritance of distinctive cultures and the rational development and utilization of resources.
