Nowadays, among the many voices towards China's rise, the so-called “China Threat” theory is still on an upward trend, and China's international image is misunderstood or often undermined by the outside world.Under such circumstances,China feels a more urgent need than ever to spread its own voice and tell its own stories. In this process, many political terms with distinctive Chinese characteristics are used in political documents and news reports. Therefore, researches on the C-E translation of these terms are endowed with more immediacy and urgency in contemporary times.Meanwhile, the U.S.has made a lot of achievements in the establishment of its discourse system and the spread of its key values, which is mainly attributed to the National Framework for Strategic Communication. This framework is constructed on the basis of the theory “strategic communication”,which is commonly recognized as a communication theory targeted at specific strategic interests. From the perspective of strategic communication, the C-E translation of political terms is provided with a more comprehensive, systematic and practical theoretical support as well as a brand-new research perspective. For one thing, translation is in essence a kind of communication activity;for another, the C-E translation of political terms serves for the accomplishments of China's strategic interests. The present research adopts both qualitative and quantitative analysis.By analyzing the essentials of strategic communication and the characteristics of translation for international communication, the author attempts to find out the answers to the five-question communication model in the case of the C-E translation of political terms,so as to achieve its strategic role in the construction of China's international image. The author chooses the “China Keywords” program as the research subject, examines whether this translation project conforms to institutionalized translation, looks into the translation methods of all the 183 political terms, and then attempts to check its communication effect. The following findings can hence be drawn: institutionalized translation is indeed reflected in “China Keywords” from the aspects of the selection of terms, the pooling of entrusted translators and the English translations of the terms.Besides, three adaptation techniques including addition, omission and narrated translation are adopted in the translation process, though complete translation takes up a larger percentage. No matter what, the purpose is to tell the stories of China, cater to the needs of foreign audiences, and to improve the communication effect.
