The Efficiency Evaluation Study Of Public Cultural And Sport Infrastructures Considering Hysteresis

As a vital component of the city,public cultural and sport infrastructures refers to the public buildings and equipment that meeting the requirements of the persons.These infrastructures have close correlation to the livelihood of the residents,and are extremely important carriers to enhance the residents' cultural accomplishment.However,with the fast-developing of urbanization,the problem of the public cultural and sport infrastructures,such as infrastructure aging,insufficient per capita,low efficiency of use,gradually highlights.Therefore,it is urgent to study the efficiency evaluation and optimization of public cultural and sport infrastructures.As China's vast territory,the economic,culture,sports,living standards in different areas vary widely.So this study first gives the scope of the object,and selects the typical public cultural and sport infrastructures to do this research.As for the public cultural and sport infrastructures,the input factors,such as manpower,equipment and so on,are not easy to convert to effective output in a relatively not very long period,and leads to that a period of input will impact on the current and the next ones' output.And it is called hysteresis,and this paper first performs the data lag processing before efficiency evaluation.The specific work is as follows:This paper first summarizes the researches of public cultural and sport infrastructures and the efficiency evaluation of them.Then the theoretical methods used in the paper are introduced in detail,including the theory of hysteresis,Data Envelopment Analysis and Malmquist index.In consideration of the availability of data and other reasons,the paper has performed the qualitative research analysis on the public sport infrastructures,mainly using the questionnaire and so on.As for the cultural infrastructures,the paper select the relevant rating indicators and collect the required data through the statistical yearbook,and then use the Almon polynomial method to find the lag period and lag coefficient between input and output,and use DEA to perform the efficiency evaluation and make suggestions to make it better.And it comes to the conclusion in the end.
