Based on the service economy theory,consumer economics theory,human modernization theory,and related research literatures,used quantitative analysis and case analysis,this paper makes a preliminary study on the issue of creating cultural consumption demand.Based on the systematic study of cultural consumption and cultural needs,and combined the path of creating cultural needs,this paper proposes the concept of creating cultural consumption demand from the perspective of " people as the center ",points out that creating cultural consumption demand is a new type of economic growth with synergistic development between man and society.According to the yearbook data of cultural consumption in Hebei Province in recent ten years,we can draw the conclusion that the demand for cultural consumption in Hebei Province is on the rise.However,there are still some practical problems such as slow growth and weaker willingness in cultural consumption.It points out that create cultural consumption in Hebei Province is not enough.Through variable selection and quantitative analysis,the results reveal that there is a correlation between cultural consumer demand and income level,educational level,cultural product prices,government and social input,and the degree of civilization in the region.Income,cultural investment,and educational have a strong influence on creating demand.On the basis of discussing the influencing factors of cultural consumption demand and the typical cases of Shanghai Disney Resort,this paper from three dimensions of internal power,external power and focus,to build mode and path of creating cultural consumption demand.This paper aims to provide policy reference and theoretical basis for Hebei Province to create cultural consumption demand,and to point out the future direction for creating cultural consumption demand.
