With the international development of China's civil aviation industry, more attention is drawn to the translation of civil aviation rules and regulations. From the view of current translation practice of civil aviation rules and regulations, the adverbial clauses account for a large proportion in the English regulations of civil aviation,so it is a key and difficult point in the translation process. Therefore, this report focuses on the translation techniques of adverbial clauses in civil aviation rules and regulations. From the perspective of translation practice, this report is based on Chapter 7,Sanction Guidance Policies in No.2150.3B FAA Compliance and Enforcement Program, issued by Federal Aviation Authority on October 1,2007.Adopting Hans Vermeer's Skopos theory, the report combines the translation requirements of civil aviation regulations, adverbial clause characteristics and the relevant translation techniques in other translation fields, deeply studies the translation techniques of adverbial clauses in civil aviation rules and regulations, and finally concludes three translation techniques— linear translation, adjustment of clause order and logical transfer. This report shows that in the translation process of civil aviation rules and regulations, the translator not only should pay attention to the theoretical knowledge, but also consider translation background, translation requirements and reader's requirements.
