Research On Public Value Management Performance Evaluation System

Since the nineteen seventies,government performance management has been a focus in the research of public management.Government performance evaluation is the effective operation of government performance management a strong guarantee that it originated from Western countries as a tool of public administration,has to do with the formation of a global development.And to establish a set of effective evaluation system is a prerequisite to the scientific and reasonable evaluation of government performance.The efficiency paradigm of government performance measurement has become the dominant paradigm of public administration,but it ignores fairness,responsibility,justice and other important issues of public concern.Compared with the new public management,public value management for the government behavior includes results,expression means and honest,legitimate etc.provides a broader measure of the range.This paper intends out of government performance evaluation "achievement projects"tendencies,advocates that the trust paradigm of government' performance measurement is sustainable,should attach great importance to the government's public service values,and through public values and public collective preference to measure government performance.Based on the three circle theory,public value management theory,the government performance evaluation theory,western advanced idea and practice,combined with our government performance evaluation system present situation and the existence question,from the evaluation subject,evaluation content,evaluation method and evaluation result application and other aspects of the overall design of the public value management performance assessment system.Government performance evaluation system as the core of government performance evaluation,it determines the scientific degree of the whole performance evaluation.The paper based on the governance process,follow the basic principles of design of indicators,from three aspects include the legal,government capacity,and value creation,design appropriate two grade indicators and main observation point,build a complete public value management performance evaluation index system.Finally,the public value management performance evaluation index system is constructed to test and application of the model,and try to compare,analysis and summary with other government performance evaluation indicators,provide improvement suggestion for the government performance evaluation and the government behavior.Research on public value management performance evaluation system has theoretical and practical significance.On the one hand,researching public value management performance evaluation system has great theoretical value,not only for the public value management theory research,but also for the government performance evaluation theory,and even to the research vision to expand the government management innovation.On the other hand,the public value management performance evaluation system can not only establish a scientific outlook on development and adaptation of the performance concept,has the certain reference value to the government decision-making,but also pay attention to government performance evaluation,focus on the discovery and creation of public value,is conducive to the construction of service type government.
