In this paper, the author will use an example of Dong Mingyi community in Yanling country of Henan province, combing the construction of community and governance issues, and on the basis of the analysis from the perspective of the new rural community governance structure for the plight of the current community governance framework, and points out the cause of the trouble.According to the article, in the early part of the community construction, the village committee has played a large role on the community, and in the process of community construction, the community established a community management committee, and after the community construction, community management committee plays a service function. And because there is no model for the new rural community construction, it makes Dong Mingyi community groping forward, eventually culminating in the village and the CMC community co-management and governance of dual governance structure.In the interpretation of the community governance status quo, the author summarizes the management of the current problems and difficulties, has obtained that the emergence of the "village placeholder", "CMC absence", "produce empty governance" governance difficulties in the track and governance process, and further explore the causes difficulties: First, factor deficiencies, namely no industrial community construction; the second is acquired deformity factor, that is to say after the community building power distribution is uneven.The author thinks that, in the process of community governance, the grassroots cadres failed to fully arouse the object namely the masses of governance, it could be the reason of dilemma from village and the CMC community co-management and governance of dual governance structure.
