The training of civil servants is an important part of the development of national human resource, as well as an important measure and necessary guarantee to improve the comprehensive quality of civil servants, establish optimization, clean and efficient civil servants and improve the government performance. However, the traditional topdown supply-oriented training process for civil servants lie in its failure to take into full consideration the variable- the demands of training. Organizing training based on the training tasks instead of the actual demands of civil servants, positions as well as organizations results in the dullness of the training system. The civil servants passive ly receive training, which has been unable to meet the need of the development of the civil service training in our country under new circumstances. Basing on the training process of civil servant as the research object and combining with the different training needs from organization, post and civil servants to reconstruct a series of logical training process such as the training needs, training plan formulation, training implementation, training evaluation and so on and as a result to form a completely closed, bidirectional interacting and open dynamic management "ring". Mainly analysis sets about from the following four aspects: first, it defines the connotation, necessity and characteristics of reengineering civil servants training process under the demand oriented perspective, at the same time it also expounds the theoretical basis.Second, in carding the historical development of the training process of civil servants in China in details, grasping the basic characteristics of traditional training process of civil servants, we carry on an objective analysis of existing problems and the reasons for them. Third, the training of civil servants started early in United Kingdom, United States and Japan, all of them are representative. Through the summary and analysis of the training process of these countries, we can seek for lots of references. Finally, restructuring the four training sessions, they are the state of analyzing training needs, the state of developing training program, the state of implementing training and the state of training evaluation. Each link is in strict accordance tailored to the needs.So far, our country has made some meaningful exploration and practice in the training of civil servants with high importanc e laid on the separate study of the training of civil servants, Concerning the two important aspects of training demand analysis and training effect evaluation, little attention was paid to them.What 's more, we also lack a comprehensive study aiming at each link of the training process. Holding this as the breakthrough point, this thesis tries to devise a more practical trai ning process by reengineering the civil servants training system in which each and ev ery link is designed on a demand-oriented basis.so as to provide some references for the study of the training of civil servants in our country.
