Research On Process Reengineering Of "Run Once At Most" Reform

With the development of my country’s economy,Internet technology is being used more and more,and the government’s original management methods and service methods continue to change.In addition,my country’s administrative system reform has continued to deepen,and the market’s important role in resource allocation has continued to be reflected.The deepening of "run at most once" is to better play the role of the government and solve the problem of imperfect market system and excessive government intervention.Under the guidance of Zhejiang Province’s "Maximum Run Once" and on the basis of the development of modern information technology,Xiaoshan District has continuously promoted the "Maximum Run Once" reform.Although certain results have been achieved in the reform process,the reform is not achieved overnight,and there are still many difficulties in the reform process.Therefore,based on the research process reengineering,it is important to run the reform effect once at most.In the process of research,this article combines the theory of government reengineering,seamless government theory,and service-oriented government theory.Taking Xiaoshan District as the case study object,first analyzes the process reengineering and its existing problems in the reform of "at most once" in Xiaoshan District.From the perspective of the construction of a service-oriented government,the process optimization path of "run at most once" reform is proposed.This article first introduces the concepts used in this research,including process reengineering,service-oriented government,and “run at most once”,and then defines the theories related to this research,including government reengineering theory,seamless government theory,and service-oriented government The theory laid a theoretical foundation for the development of the full text.Then this article analyzes the background of the reform of "at most once" in our country on the construction of a service-oriented government and the reform and development of government administrative procedures,and on this basis,it sorts out the development context of "at most once".Then focus on the status quo of process reengineering in Xiaoshan District’s “maximum run once” reform,first analyze the current status of Xiaoshan’s “maximum run once” reform,and then deepen “one thing”to do it once,promote people’s livelihood issues to “close to the nearest” and Improving the three aspects of "online office" and "handheld office" pointed out the process reengineering in the reform of "at most once" in Xiaoshan District.This article also uses a questionnaire survey to investigate and analyze the "at most once" government service problems in Xiaoshan District,and found that the problems include difficulties in implementing online affairs,imperfect government service mechanisms,and lengthy approval procedures.And in response to the problems found in the questionnaire survey,the process optimization path of the "run at most once" reform was proposed,including the promotion of online services;mechanism innovation,strengthening the establishment of a service-oriented government,and standardizing the approval process.
