The management of retired cadres has always been a work to which our party and government attach great importance. It is of great significance to consolidate the party's base, to promote the harmonious development of society and to lead active aging. After the report of the 17 th National Congress of the CPC, the report of the 18 th National Congress of the CPC continues to emphasize:” comprehensively complete the work of retired cadres”. In recent years, as an important part of public personnel management, research related to the management of retired cadres is getting more and more attention. As China entered a new historical period of deepening reform, the problem of aging population is becoming more and more serious, great changes have taken place in the social structure, the social contradictions have become increasingly prominent, the administrative system, the social management system, the civil service pension system are all facing great changes, all these bring more and more new challenges to the environment of the retired cadres management work; meanwhile, the retired cadres team structure and the people's thought both have undergone a significant change. The new situation has put forward many new requirements, and in practice retired cadres management work also experiences a lot of new problems, then how to solve these problems and do a good job under the new situation, is an important research subject.This paper is based on the retired cadres' management practice of Changsha City. By using the theory of aging sociology and public management, the paper discusses the current situation, existing problems, and the reasons of the retired cadres management work in Changsha. By learning from the experiences of other provinces and foreign countries, the paper gives some suggestions on the management of retired cadres in Changsha, hoping for providing realistic opinions to improve the management of retired cadres.
