There are some researches about the system ‘the right of using intellectual activities outcome in the formation of the unifying technology, however not deep enough. In the beginning of this dissertation, there are explanations about the name, the concept and the characteristics of the system in detail, and it is defined as the transferring system of science and technology outcome with the national financial investment based on the method of making use of the method of legal hermeneutic. On the basis of the analysis on the Chinese version of BayhDole Rule and the comparison between the function of the system in China and Russia, the result shows that the system is Russia is not corresponding to the 20 th item in Science and Technology Progress Law in the People's Republic of China in our Country,and it can be considered to be introduced into the law of Promoting Science and Technology Transferring, acting as a specific measure of intellectual activities outcomes transferring, which is to promote the national financial investment outcomes.
