A Study On The Construction Countermeasures Of A Service-oriented Local Government

In recent years, with the continuous development of China's market economy, it is more difficult for the traditional government management system to give an effective response to market demand and social needs. It has become the direction of the government of our country, especially for the direction of local government, to separate government functions from enterprise management, politics endowment, government-affiliated institutions and social organizations, and to construct a clean, efficient, people-satisfied, and service-oriented government with scientific functions and structure optimization.However, because of the big difference between China and western countries on social system, economic system and social development, China can't simply copy their experience in building a system of public service-oriented government. It is necessary to build a service-oriented government theory with Chinese characteristics.This thesis summarized achievements of the construction of service-oriented local government through the relevant theory and literature review, and made research on the concept of local service-oriented government, theoretical basis, characteristics and conditions, etc., while taking city Laiwu as an example. The pragmatic construction methods which can be promoted were found in this article through the analysis on the achievements, existing problems and their deep-level intrinsic reason, which is changing government functions, administration according to law, development in infrastructure construction in city Laiwu, while learning from other service-oriented governments' construction experience. It is important to promote the construction of service-oriented local government and local government governance structure transition depth, in order to enhance the modernization of national governance capacity and governance system further. Therefore, this article is divided into five chapters in structure. The first chapter is the introduction. The second chapter is the theoretical basis for the definition of the related theories of discourse. The third is the analysis of the construction of the service-oriented government of City Laiwu. Chapter Four is the analysis of countermeasures to promote the construction of service-oriented local government. The fifth chapter is an epilogue.Problems exist in the construction of a service-oriented Local government, such as superficial service concept and understanding, incomplete government service system, low administrative personnel quality, lack of administrative supervision and inadequate performance evaluation methods. Consequently, this article put out some solution which would be useful for the construction of local service oriented government, including perfecting the local government organizational machinery, enhancing their service efficiency, strengthening the construction of civil servant ability and improving the performance evaluation system of local government.
