Researches On The Community Micro Governance Participation Of Non-Profit Organization In China

Community micro governance(CMG)is a new concept which forms in the promotion of community governance at present.CMG is also the refined manifestation of community governance.There are some features that determine the indispensable role of social organizations in CMG,which consist of the grass-roots characteristic of CMG,the basic characteristic of citizen's needs,the object of improving the function of self-governance in grassroots and etc.The paper deals with the problem that how to overcome difficulties for improving the level of CMG.This paper is divided into five parts.The first part is introduction,which mainly talks about the background,the meaning,the basic concepts,the relevant theories,the research methodology and literature review of this topic.The second part summarizes the advantages of the participation of social organizations in CMG and also summarizes several characteristic management models about CMG in China.In details,the advantages include the provision of public goods,integration of resources,strengthening cooperation and promoting government decisions.The third part sets Hubei Province as an example,analyzing the difficulties of most social organizations of our country face when taking part in CMG through field study and the collection of data.The difficulties are deficiency of legal system,vacancy of oversight and assessment mechanism,problem of collaborative relationship,insufficient understanding of citizens and etc.The fourth part is the analysis of the model of CMG with the participation of social organizations aboard.This paper chooses US,Singapore and Japan as the representatives in order to get the most convincing and specific method.The fifth part combining the experience at home and aboard with the present Chinese condition,put forward some measures and suggestions of CMG with the participation of social organizations from the perspectives of government,social organizations and members of community,Since the problems of CMG exist,three important elements should lay emphasis on the issue.Our government should figure out the relationship between community and itself,provide policy and institutional guarantee and construct a new model of CMG.Social organizations should improve the level of self-governance and the ability of CMG,and establish the influence of public trust.Members of community should strengthen the awareness of participation in governance and volunteerism.Only by working together can we achieve differential and fine management in grassroots.At last,good governance in the community can be reached.
