According to the 6th population investigation in 2010, there are 1.339 billion people living in mainland ChinaAmong them,0.674 billion is rural population,which occupies 50.32% of the whole. As a nation with such a large percentage of rural population,"issues of agriculture farmer and rural area" relates to a significant development issue for both Chinese Communist Party and the nation itself. Currently,one of the most important issues to China is how to deal with the rural problem,that is, how to construct a well-off society thoroughly and enhance the new countryside under the new era. As a fortress of the central leading body of the Party,countryside in China is obligated to amplify the regulations and policies published by the central.In addition,as a leader of countryside,village chief is the core to the basic level of the Communist Party.However,most of the village sectaries are considered as not qualified,for their poor education background,advanced age,low power of executive,and the lack of reserve forces,etc.Therefore,electing high quality village sectaries is a tough task for our party.This essay will use Pulandian-one of the counties of Dalian-as a sample,applying the construction of the competency model in order to investigate the characteristics that a qualified basic level party secretary of the village should have. First of all,this essay will analyse some of the former literatures relating to this subject,so that a foundation can be built for latter theories and demonstrations.After that,a method of interviewing critical events will be used to extract the characteristics of village sectaries competency and the author will try to build a competency model of village chiefs initially.A set of competency questionnaires will be developed based on this model.By conducting a questionnaire survey,the author modifies the first draft of the questionnaire.However,the final draft of the questionnaire is developed by adding and deleting questions through factor analysis.After that,this essay applies multi-data sources in order to do a cross-confirmation test,so that five factors-art of leadership,executive capacity,ideology and political concept,interpersonal relationship,and service obligation awareness are determined.By forecasting the relationship between this model and performance,the deficiencies of a village chief will be explored. Finally,four aspects of suggestions-selection,training,assessment and supervision,and stimulation-will be discussed in the latter part of this essay.This article has two innovation points. Firstly, till now, it is hard to find village secretary competency model in existing literatures.Therefore, this essay will try to fill this gap by investigating the secretary of Pulandian. Secondly, in the situation that the distinguished group and the ordinary group cannot be determined before the investigation, this essay set up the model by proceeding interviews and test the predictability of performance afterwards.It is believed that, in the future, this article can be used as a reference to the election of village sectaries.
