Under the background of transforming government functions and establishing modern governance system,in order to improve the performance management level of government departments,this paper studies the operation status,problems and causes of the performance evaluation system of D city's economic cooperation departments.The purpose of this paper is to summarize the design experience and methods through the analysis of the performance evaluation system design of D city's economic cooperation department,and to form research results,so as to promote D city's Economic Cooperation Department to improve the performance evaluation system,improve the level of performance evaluation and management efficiency,so as to effectively realize the transformation of government functions.According to the relevant theories of performance management,the research background,research purpose,research methods and research framework are established at first.The relevant literature at home and abroad was also studied.The related concepts,theories and tools of performance evaluation are discussed.On this basis,using the methods of literature research,investigation and case analysis,as well as the Balanced Scorecard and 360-degree feedback method,this paper makes an analysis of the performance evaluation of the economic cooperation department in D city,including the overall situation,organizational structure,tasks of the economic cooperation department in D city,and the performance evaluation status of the economic cooperation department in D city.Kuang et al.This paper uses the methods of questionnaire and individual interview to investigate the performance evaluation of D city's economic cooperation department.Based on the results of the survey and the relevant performance evaluation theory,it studies the problems and causes of the performance evaluation system of D city's economic cooperation department.It points out the problems existing in the performance evaluation of D city's economic cooperation department.And the reasons of performance evaluation are analyzed.According to the results of investigation and analysis,the paper optimizes the performance evaluation system of D city's economic cooperation department.The design includes the optimization framework design of the performance evaluation system,the optimization design of the performance evaluation index system,the design of the main body of the performance evaluation and the design of the performance evaluation process and standard.Accordingly,the paper puts forward the guarantee mechanism for the implementation of the performance evaluation system of D city's economic cooperation department.The conclusion of this paper is that the performance evaluation system of D city's Economic Cooperation Department lacks integrity in evaluation indicators,the main body of evaluation is unitary in composition,and the evaluation process lacks communication and feedback.The causes of the problems include inadequate understanding of the connotation of performance evaluation and inappropriate design method of performance evaluation indicators.The optimization scheme of performance evaluation system should embody the mission,vision and strategic objectives of government organizations,and the performance evaluation index system should be goal-based incentive for every employee.At the same time,through establishing an effective communication mechanism between superiors and subordinates,optimizing the performance appraisal responsibility document,enriching the training content,improving the performance feedback system,strengthening the construction of the application system of performance appraisal results,to improve the system to provide effective protection.
