Study On Countermeasures Taken By Local Government To Perfect Grid Social Administration

The third plenary session of 18 th CPC Central Committee put forward the new reform of innovating the social management system. Therefore, breaking the traditional bureaucratic structure and management style, and enhancing government's management ability becomes an important reform task for governments at all levels. Grid social administration, as a new mode of social management reform and innovation, makes the most of advanced technologies of networking, informationization and digitization. Bases on the original methods and measures of social management, Grid social administration integrates and decentralizes management resources, and reinforces the interaction and cooperation between community-level governments, the market and social organizations. It builds a managing system attaching equal importance to administration and service, and realizes a profitable attempt and innovation in social management. As the present situation unveils, grid social administration is still in its infancy. Some work and experiences need to be summarized and analyzed in order to improve the ability and level of grid management and elevate the quality and effect of governmental services.Zibo municipality, as a model city in grid social governance in Shandong province, was inspected and approved many a time by officials at and above provincial or ministerial levels. It has got some experience on grid management and has achieved some good results. This thesis follows the route of introducing a question, analyzing and then solving it. Firstly, theories and practical experience on grid social administration are analyzed comprehensively, also relevant literature on grid management at home and abroad are reviewed. Practical cases especially typical ones at present, such as the Dongcheng district of Beijing and Zhoushan district of Zhejiang, are summarized and contrasted in respects of methods, results and similarities and differences. Secondly, the current situation and existing problems in grid social administration in Zibo are analyzed. Finally, this thesis proposes countermeasures and suggestions in establishing a multi-administrator structure, upgrading the grid's service function, perfecting the system and mechanism of grid management, and promoting the interconnection between information platforms. It is hoped that this study can be used for reference by other local governments in improving grid social administration.
