The Construction Of Chinese Film Grading Legal System From The Perspective Of Governance

As an important part of the cultural industry,the operation and development of the film industry are increasingly influenced by political,economic,cultural and social factors.The effective formation of the film industry mechanism and the sound and perfect of the film industry structure are inseparable from the regulation and management of the film management control system.At present,China is implementing the film censorship system under the government-led mode.Although China is in the process of the rise of a big film country,the reform of the film censorship system in China has been stagnating for more than a decade.The existing film censorship system lacks legal norms,the main body,standards and procedures of film censorship are lack of concretization and transparency,and the Law on the Promotion of the Film Industry is lacking.After the introduction of the regulations,the film authorities under the State Council shall formulate and improve the specific standards and procedures for film censorship,which shows that the film censorship system must be brought into the orbit of the rule of law.With the deepening of China's film industrialization reform,more and more malpractices are exposed in the current Chinese film censorship system,and more and more voices are calling for the implementation of the film grading system both inside and outside the academic circles.This paper discusses the connotation and theoretical basis of the film grading system from the perspective of governance,analyses the current situation and problems of the current Chinese film censorship system,and points out the crux of the construction of the film.The necessity of grading system,through the perspective of foreign film grading system model,analysis and summary of relevant experience,in order to provide a reference for the construction of film grading system with Chinese characteristics in line with China's national conditions.The overall structure of this paper is divided into four parts.The first part is an overview of the film grading system,elaborating its connotation,function,composition and theoretical basis;the second part is an analysis of the existing problems of China's film censorship system,exploring the governance blind spots under the government-led mode,pointing out the necessity of introducing diversified subjects to participate in governance;the third part is the classification of foreign films.The summary of the system model,through the study of the film grading system under the mode of foreign government domination and the mode of limited industry autonomy,to find out the reform experience worthy of learning from it;the fourth part,aiming at the problems of the Chinese film censorship system,proposes the idea of constructing the film grading system while retaining the film censorship system,from the subject,standards,procedures,supervision and management of film grading.This paper explores the establishment of China's film grading system from the relief aspects.
