Research On The Optimization Of China Petition System Under The New Media Era

Petition is a system arrangement with Chinese characteristics,a special way of political participation for our citizens,which has long been playing an important role historically.Whereas Petition System is a special remedy of power created by CPC,to maintain close contact between the People's Government at different levels and the masses,to protect legitimate rights and interests of petitioners,which provides a way for citizens to solve problems,rather than in law system.Nowadays,the important medium of information transmission has turned from traditional media to new media.With the popularization of new media represented by the Internet and the continuous development of society informatization and marketization,new media has been commonly used and the sense of the masses to maintain vital interests has been grown continuously.Due to distinctive publicity,openness and sociality,different kinds of situations and problems have been reported via the Internet,which greatly improves the efficiency and convenience of petition schedule,meanwhile a lot of uncontrolled problems occur.Thus an inevitable innovation is needed to be taken for our Petition System.So far,it has been a new issue that must be considered about how to adapt to new circumstances and new tasks of petition and how to build petition system through mastering and applying advanced modern communication and network technology,to further smooth the channels of petition,maintain the fundamental interest and keep closer contact between government and the masses.This article is based on how to optimize our Petition System under the new network-oriented media era,to demonstrate the challenges that occur in online petition relative countermeasures.In terms of contents,the article is to combine theories with practices,conduct a multi-angle and multi-layered analysis based on the facts and probe deeply into the problems that need to be solved.The full article is divided into four part.The first part is an overview of our Petition System under new media era.This part focuses on the concepts of new media and our Petition System,as well as the development history of our long-standing Petition System,which will make the research background and basis clear and lead to the latter part about the theoretical basis of online petition system.The second part clarifies the characteristics,difficulties and emphasis,which lists the problems and experiences occurring in previous petition and typical examples to discuss the incomplete aspects existing in Petition System.It highlights the thesis and proves that the Petition System under new media era is waiting to be further optimized.The third part summarizes the existing problems and reasons of our Petition System under new media era.There is a detailed analysis and general summarization about the problems of our Petition System that occurs under new media era,and then it has a summary of the reasons that result in those problems,which also lead to the latter part about optimization research of our Petition System under new media era.The last part is the countermeasures to optimize our Petition System under new media era.We should proceed with following steps:establish the legal status of petition,set up legalized new-media petition platform,integrate resources of Petition System,implement regularized new-media petition procedure,build specialized petition agencies,achieve unified new-media petition departments.
