Study On The Implementation Of Institutional Pension Policy In Guangzhou

Since China entered an aging society, retirements of social pension increase rapidly. China is vigorously pushing development of social pension service. In order to response the requirements of the CPC Central Committee and the State Council, the Guangzhou government has issued a series of relevant folders on institutional pension policy. With policy implementation, institutional pension had a gradual development in Guangzhou which made more aging people enjoy better lives. However, the institutional pension just started and have some deficiencies. So, it is necessary to evaluate and summarize the implementation of institutional pension in Guangzhou. In view of this, the article cites Guangzhou City as an example, using literature method, questionnaire method and comparative method to research the implementation of institutional pension policy, in order to put forward a perfect route and some practical measures and recommendations for further development. All in all, purposes of the paper are to improve the service system of institutional pension and solve some pension problems in Guangzhou. Specifically, internal logic and basic framework of the paper are as follows:The 1st chapter is abstract of the paper which will introduce research topic based on background, significance, reviews, methods and possible innovations at home and abroad. In the meantime, some core concepts in the paper will be defined and the main theoretical basis for evaluating implementation effectiveness of institutional pension policy will be describing. The 2nd chapter mainly elaborates the development process, content of institutional pension policy, and requirements, objectives, subjects, objects, process and means of implementation. The chapter, in a word, fully grasp the main points of that. The 3rd chapter mainly introduces data sources and questionnaire situation. The analysis of the effectiveness of policy implementation about construction, development and solving social problems will be shown at the end of the chapter. Based on the data and information, the problems in policy implementation are proposed firstly in the 4th chapter. Then, the reasons of the problems are analyzed by Smith model from 4 aspects: policy, implementing agencies, target population and environment. The 5th chapter introduces the policy implementation experience in Hong Kong, Taiwan and Shanghai which can become references in Guangzhou. The 6th chapter on the basis of combining with the theoretic point of social equity theory and welfare pluralism theory, Some countermeasures about effective policy implementation are proposed in. The aims are to promote the development of scientific and institutional pension policy, and further to improve the institutional pension policy system.
