A Research On Policy Supporting System Of Private Pension Institutions

At present, an ageing population has became increasingly serious in our country,the elderly,disabled and empty-nest people expand rapidly, our social service system for the aged is facing great challenges. With a high volume of small-scale falimies because of the one-child policy and increased intergenerational mobility, the family support for older people is weaking in China. Although community support for older people has been popular, it starts late and makes slow progress with kinds of uncertain factors in practice.With these backgrounds, pension institutions will be further emphasized, types of state-build and privately run, privately operated with government support, government subsidy institutions are doomed to enjoy broad development prospects. As an important supplement mode, pension institutions show obvious advantages in integrating private captial investment and social resources into present service system for old people, which helps satisfy the demands of professional,standardized and perfected service for some olds. Therefore, reinforcing policy support from government, encouraging and guiding pension institutions’ development should be indispensable content of our social security system construction.In this thesis, private pension institution has been taken as the main line. By choosing part of representative private pension institutions in Shanghai as the researchobjects, the paper mainly discuss characteristics of government’ policy support system.Firstly, the paper put forward the topic of encouraging private pension institutions’ development and perfecting social service system for old people combine background of an ageing population with government’s emphasis on public services and facilities.Then the auther define several core concepts(population aging,private pension institution,public policy) and analysis three theories related to private pension institution development, including Welfare Pluralism, Social Support Theory and Public Goods Theory. Secondly, by introducing the SWOT analysis method,the author discuss characteristics of private pension institutions in urban which exist intrinsic strengths and weaknesses, external opportunities and threats from macroscopic view in order to underline that private capital has great necessity and rationality participating in social service system area. Thirdly, based on empirical researches about several private pension institutions of Shanghai city, the author make an overall evaluation about policy supporting system, which is divided into four parts:supportive policy, encouraging policy, competitive policy and protective policy.Finally, the author summarize key development dilemmas of private pension institutions, and then, the author propose four constructive suggestions: concentrate on institutional improvement, enhance legal protcetion; increase financial subsidies,improve executory effect of relevant supporting policies; promote combination of medical treatment and services for the aged, optimize medical and nursing personnel training systems; accelerate charitable organizations’ development and encourage volunary services.
