Research On Independent Risk Control Mechanism Of Maritime Port Construction Fee Collection

Independent risk control is an important part in the construction of a clean government. How to use Independent risk control theory to standardize the collection of port construction fees is a problem to be settled.Based on the Independent risk control theory, this dissertation learned experience of fees collection mechanism construction from both Hong Kong SAR and domestic and drew some inspiration in the Independent risk control mechanism building on collection of maritime port construction fees by a variety of methods such as survey research, case study and comparative analysis.This dissertation analyzes the current situation, effect and shortcomings of the port construction fee collection, and then identifies the Independent risks mainly on six core parts of port construction fees collection, including: institutional construction, personnel management, collection management, information management, fee collection on special goods, and the agencies management. On this basis, this dissertation proposes the overall framework of the Independent risk control mechanism building on collection of maritime port construction fees and then puts forward corresponding independent risk control measures on six core areas.
