The Study Of Hardly Quitting And The Negative Propulsive Effort Of Urban Minimum Living Security System

Urban minimum living security system was first built in 1993 in Shanghai with the purpose of propelling anti-poverty, social stability, and advance economic restructuring etc. It played a big role in these fields and helping poor families lot. But after those families' economic condition turns better, they should have earn their own living but not just living on the system, which means they should quit the urban minimum living security system. Now the outstanding problem is that they don't want to quit even when they do not need the help of government anymore, so this is what called the negative propulsive effort of urban minimum living security system. And somehow this negative propulsive effort even makes living level of the minimal assurance families equal or high than that of middle and low income families. The thesis analyzed that the reason of hardly quitting minimum living security system is the negative propulsive effort, and raised the entire supervisory system to low income people through referring the relevant experience from developed countries. Besides,the government departments should also increase cooperation and building the united auditing system and the team of working staff in this aspect. In some points cut the benefits and maintain the correct orientation for public opinions.
