Amartya Sen is the winner of Nobel prize in economics in 1998.His research field mainly involves social choice theory,welfare economics,poverty,rationality and freedom,equality and human rights.Among them,welfare economics and poverty are two themes he always focuses on.Sen's entitlements poverty theory through economy fieldand combinedwithethics,provides a new method for the study of poverty;the entitlement method in the study of poverty focus on the differences among different person,by analyzing their collection of entitlements,it could formulate a corresponding solutions to poverty resolving,so as to expect to fundamentally eliminate poverty.This paper including four parts.The first part describes Sen's theoretical basis,the absolute relative poverty concept;the second part analyzes the Sen's entitlements method,the collection of entitlements affected by the resources and the exchange of entitlements,thus increasing individual's resources and expand the exchange of entitlements is essential,including the social security right as a substitute;the third part summarizes the disputes and limitations of the theory,including the definition of entitlement,questions on the object,the theoretical background;relationship between the entitlement method and free exchange;the fourth part tries to apply theory to the problem of Chinese farmers' poverty,which mainly analyzing the lack of land entitlement,labor entitlement,social security rightsdue to biased policy,discourse power and other reasons with corresponding solutions including reforming the household registration and other supporting policies such as land,education,social security policies,and establish and improve legal education and legal aid system in order to protect the democratic rights of farmers so as to make some contributions to the poverty elimination of Chinese farmers.
