E-government development in China is faced with such critical problems as the lack of overall planning, lack of business cooperation, isolated information islands, and resource waste. "Fragmentation" issues become increasingly prominent. How to solve these problems, promote the development of e-government construction in China to a higher level, is an important challenges that the current e-government construction facing.Holistic governance theory is considered to be an effective solution to the "fragmentation" problem of government administration and public services, the same can be used to crack the problems faced by the e-government development. In recent years, the rise of the top-level design approach in the field of e-government is a concrete practice of holistic governance theory. This article tries to conduct research on e-government top-level design with a holistic governance perspective by studying the case of customs informatization.This article first gives a brief overview of the theory of holistic governance and e-government top-level design, introduces the practice experience in the domestic and overseas and analyzes its advantages and disadvantages. Then it generalizes the history and status quo of the development of the e-government in China customs, and analyzes the existing problems. Finally, by studying the Golden Customs Project Phase II construction as a case, the paper proposes a complete top-level design with a holistic governance perspective, the EA framework as a template, and puts forward countermeasures and suggestions. Therefore, this article provides a beneficial reference to the application of the holistic governance theory in the e-government development by conducting an empirical research on the top-level design of a government department.
