Research On Rural Governance Reform Based On Mechanism Design Theory

As a new paradigm of public management theory,the governance theory can be traced back to the world development report,which is proposed by the world bank in 1989.Rural governance is the governance theory of a kind of effective practice and application,it is through "to the center","subject","multi participation","incentive compatibility" system design method,in with the help of the market,hierarchy and network structure,making rural social management achieve good governance state.At present,more successful practice of rural governance in the world is the use of the above methods,such as the new village movement in Korea,Japan’s rural reconstruction and so on.Practice has proved that governance theory can be achieved good results in rural social management and transformation,from the micro,it can help to improve the basic living conditions of the poor families in rural residents,which can effectively alleviate the tension in the supply of public goods in rural areas,but also can effectively help agricultural enterprises and township enterprises continue to grow;from the macro,it has to speed up the pace of the construction of our harmonious society and a well-off society in an all-round way,is advantageous to the party "two hundred years"goal realized at an early date.Rural governance system participants including(Elite farmers,farmers in general,poor farmers)farmers,rural governance organization or institution(the party’s grassroots organizations in rural areas,the village committee,the rural collective economic organizations,Ja),market(product market,the consumer market and the employment market),local government(Province,city,county,township and Village),the central government.This paper holds that the "three rural" problem can be naturalized as rural governance problems to a great extent,the "three rural"(agriculture,rural areas and farmers)in a large number of problems such as:between the supply of agricultural products market and residents demand structural contradiction;the contradiction between more people and less land and water shortage;agricultural competitiveness;transformation,traditional the rural social stratum differentiation of farmers is increasing,the new rural social culture,farmer ethics has not yet fully formed;the rural social security system is not perfect,the rural elderly vulnerable groups,such as women and children most in need of attention has become the main force of rural residents and agricultural production and rural construction;the government internal governance mechanism in rural areas the social management system,township and village autonomy system is not perfect;the rural mass incidents,these problems In the end,it can be regarded as the problem of rural governance.At the same time,the author believes that these problems in the rural society are not mature in rural governance.Although it has been nearly 40 years of reform and opening to the outside world,but China’s rural governance still in exploration,the stage of trial and error and local pilot phase,is far from forming system,complete,effective,universal and standardized the rural governance mode.Therefore,the 18 big reports of the party put forward,"should focus on the construction of management system of socialism with Chinese characteristics,accelerate the formation of the leadership of the Party committee,government responsibility,social coordination,public participation,rule of law and the protection of social management system".These new proposals,new methods and new concepts provide a new direction and a new path for the research and innovation of rural governance in our country.This paper will focus on rural governance issues,trying to explore a set of standardized rural governance model with practical value through theoretical analysis,problem analysis,mechanism design,game analysis and so on.This paper detailed design,research methods,mainly:one is the analysis of the definition of the meaning,the content of rural governance characteristics,(normative analysis);the two is the analysis of the structural contradictions between the study of rural governance in the public goods supply and social demand of the residents(empirical analysis);three is the qualitative analysis of the concept of China’s rural governance category and theoretical framework(qualitative analysis);the four is on the level of rural governance,the mechanism of structure and quantity(quantitative analysis);the five is the evaluation and analysis of the development status of rural governance in our country;and by using the method of game theory,the study of rural governance in the complex the relationship between subjects,discussed in the next period of time to promote the development of rural governance policy(dynamic analysis).This research has important theoretical and practical significance.In theory,firstly,through the game theory analysis of the existing China essence and the core of rural governance problems,in order to reveal the internal mechanism of rural governance and conflict;secondly,in favor of the international mature model of rural governance(such as South Korea’s new village movement)of the Chinese;third,analyze and reveal the governance theory in rural social development the reform and practice,and provides theoretical and technical support for the construction of China rural social management and national governance system;fourth,tracking and analysis of the current academic research on the latest developments in rural governance,which makes this study to keep pace with the times,and mainstream academic research standards;fifth,strictly define and distinguish the country the governance in the game relationship between subjects.In practice.First,conducive to the implementation and practice of the party’s rural precision poverty policy;second,to deepen the rural governance micro mechanism and macro mechanism of,to accelerate the pace of building a well-off society in rural areas;third,and put forward some suggestions of Chinese rural governance system policy,agricultural association and other organizations of their own strength to grow,making the ACC to better play its in the rural governance system "catfish effect".
