The report of 19 th CPC National Congress mentioned that implement the rural revitalization strategy,among which the building of ecological environment has become a significant goal of the rural revitalization strategy.However,in recent years,the pollution of rural household trash has become a crucial source of rural environmental pollution,which has seriously damaged the balance of rural ecological environment,aggravated the rural land pollution,water pollution,air pollution,etc.And it has caused a great influence on the rural living environment,as well as the health of rural residents.To do a good job of rural household trash management can not only improve the rural environment,but also be a great strategy for the construction of rural ecological civilization and the building of ecological and livable villages.The treatment of rural household trash is related to the environmental improvement of 94% of China’s land area,and is also the well-being of 600 million rural residents in China.It is a solution to the unbalanced and inadequate development.Therefore,the effective management of rural household trash is a practical way to win the decisive battle against poverty,and is the only way to build a moderately prosperous society in an all-round way.Based on the theoretical knowledge,this paper explains and compares the definition of " rural household trash " and " household trash treatment",and summarizes the relevant experience and research results of rural household trash management at home and overseas.In addition,this paper is based on the public governance theory,collaborative governance and public participation theory under the guidance of two research techniques,literature research and field research.In the second part of the paper,on the basis of untangling the problems and difficulties of rural household trash in Sichuan Province,based on the case of comprehensive treatment of rural household trash in Pujiang County,Chengdu City,the specific methods and achievements are introduced detailedly,and the typicality of the case in Pujiang County is analyzed.In the third part of the paper,the practice and experience of rural household trash management are analyzed from three perspectives: the implementation of government-led governance of rural household trash management,the mechanism of multiple subject collaborative governance and the initiative mobilization and methods of public participation.In the fourth part of the paper,summaries and conclusions on the management of rural household trash are extracted from three aspects: the establishment of governance system,the mechanism of collaborative governance and the guiding of public participation.According to the research,through the design of the governance system,the mechanism of collaborative governance and multi-party participation in the implementation of rural household trash governance,Pujiang County has achieved the both improvement of environmental and social benefits.So,in the process of rural household trash management,the operation of collaborative governance system is essential,mainly reflect in the following three aspects.First,the government’s governance attitude,top-level design and resource investment play an important role,which determines whether the rural household trash management can be implemented.Second,the participation of enterprises,social organizations and the people and other subjects for collaborative governance is an extension of government functions,giving full play to the role of each subject to make up for the lack of government role.Third,let the people really participate in it,with the help of the people,the rural household trash management can last for a long time efficiently.
