The security and stability of a country are crucial to the prosperity of national economy.So under the market economy environment,how to attract talented person to the military to make contributions and how to minimize the loss of talent in the army has become a difficult problem placed in front of the military managers and construction researchers. Thro ugh research and discovery on related issues of brain drain in local military that the author resides in,it is found that the loss rate of talents has been higher for a rather long time in the past.Then our study focus on the warning of military talents which are potential to lose and making highly appropriate talent retention measures according to the warning results.Considering above problems,our research is locked in Liaoning Area PLA unit to expand the army as a specific object of study of brain drain warning corresponding to the retention countermeasures.The whole research are based on classical analysis model and moderate expansion of this model will be implemented to empirical objects for specifically applicatin research.The model constructed in this paper is based on classical CART model.It combines the theory and methods of military talents and military public management.The empirical research are expanded based on the author’s army as a specific object.The study process has five parts.In the first part,we begin from the related research in the field of the latest research results and make CART model as the solution of this problem.In the second part,the basic theory adopted in our research is discussed in detail.The army in Liaoning Area that the author resides in is taken as an empirical case at the same time.By the combination of historical data and actual data the basic data for research are determined. In the third part,we use CART model.combined with historical data and actual data and based on above research,to establish a military brain drain model.In the fourth part,this brain drain model is used to analyze active duty military talents warning.It Imputate the data of comprehensive evaluation of the active duty into the loss trap which is liked to fall in.Different types of solutions are also proposed for different loss traps.So it can effectively solve the problem of military brain drain.In the fifth part,according to the analysis results above,we have proposed corresponding retention policies and measures to retain the talents from four aspects.So it can prevent and avoid the occurrence of brain drain occurred to a maximum extent.Through this easy-to-digest analysis we determine the method for military brain drain warning works and for effective talents retention works,systematically and quantitatively.After specific application of the research results with empirical objects,the brain drain rate is contain successfully.So it verify the effectiveness and significantly of our research.
