Daily assessment is an important part of the performance appraisal for civil servants. It is of great importance to strengthen the daily management and supervision of civil servants and evaluate their competence and work performance comprehensively, objectively and accurately, as well as to encourage civil servants to be diligent and honest and to better perform their duties. In 2014, the Central Committee of the CPC issued the "Notice on Further Carrying out the Pilot Work of Daily Assessment of Civil Servants". According to the "Notice", Dalian was selected to be the pilot city of Liaoning Province to further carry out daily assessment of civil servants. Daily assessment has turned to be an important part of the work life of civil servants in our country. Meanwhile, it also became an important basis for the regular appraisal of civil servants.This thesis analyzes the current daily assessment of civil servants of Dalian party-mass departments by investigating the daily assessment work of civil servants home and abroad, puts forward the improvement countermeasures on the daily assessment of civil servants of Dalian party-mass departments by drawing lessons from the experiences on daily assessment of other cities in China. The thesis consists of four parts. The first part discusses the background and significance of the research on daily assessment of civil servants. It also introduces the main methods of the study, the contents and the technology roadmap of daily assessment of civil servants through the analysis of the present status home and abroad. The second part mainly analyzes the current situation and the existing problems of daily assessment of civil servants in Dalian party-mass departments. The third part, puts forward the revised design of the daily assessment work of civil servants of Dalian party-mass departments on the basis of research and analysis. The fourth part raises supporting measures for the daily assessment of civil servants of Dalian party-mass departments.It is considered as an improvement in appraisal of civil servants of Dalian party-mass department to carry out civil servants daily assessment pilot work.However,some problems do exist-insufficient attention,sweeping assessment index,inadequate application of the assessment results.The main causes for the problems are insufficient awareness,inactively carrying out of the daily assessment from subjective point of view,as well as unsound system and lack of unified standards,etc.It is suggested to improve the daily assessment of civil servants of Dalian party-mass departments over assessment index,assessment procedure and application of assessment results,and to institutionally guarantee the improvement on the three aspects-organization,mechanism and supervision.
