Research On Emergency Response Co-operation Based On Comprehensive Emergency Plan Model

With tremendous casualty and estate loss that different kinds of frequent disasters caused, emergency management has been gained more and more attention by both government and every aspect of society. Emergency plan plays a dominate role in the emergency management system of our country which called "one plan and three institution ". Moreover, a fast and efficient emergency response is the process needing various elements achieving co-operation and orderly. As the guideline for emergency response, emergency plan inevitably should reflect the co-operation of this process. However, the existing emergency plan exposes a bt of emergency response co-operation problems. In one hand, emergency plan with huge numbers is often independent and lacks of effective connection to one another, such plans can't be one group to deal with emergency in practice, because of which, they cannot even play their expected guiding role. In the other hand, some emergency plans exist many problems towards emergency response department such as the division of responsibilities and obligations is not clear, the regulation is unknown either, which not only delay the process of emergency response, but also provide convenience for departments making excuses afterwards; Meanwhile, the emergency response often involves multiple emergency response departments, each department how to cooperate orderly and efficiently is also the problem that existing emergency plans failed to solve. Therefore, based on comprehensive emergency plan model, this paper studied the emergency response co-operation.Firstly, the related basis of emergency response co-operation was summarized and analyzed systematically. On the basics of stating the relevant theories of synergetics, the requirement of emergency response co-operation was analyzed, then brought hierarchical network model of emergency plan as the foundation of this research, and stated comprehensive emergency plan as the solution to solve the problem of emergency response co-operation through cluster analysis. Finally, the idea of constructing comprehensive emergency plan model and the research framework of emergency response co-operation were presented.Secondly, the comprehensive emergency plan was constructed in detail. From determining the elements at risk and their status, each layer elements were made clear:theme, responder, task and resource. Then the network model was built by determining the relationship between one inner layer and even two layers, which can provide a template and an idea for diffferent region constructing their own comprehensive emergency plan. Moreover, by contrasting the emergency management files of USA, point out the deficiency of emergency plan system in our country, and put forward the revision suggestions.Finally, based on the comprehensive emergency plan model, the co-operation pattern in emergency response was analyzed. Respectively from longitudinal, transverse and overall perspective, guiding by diflferent levels of the model, explored the diflferent patterns that turned emergency response from disorderly to orderly. On the basis, found the order parameter --theme, which can dominate the evolution process of emergency response. Moreover, discussed the co-operation way in emergency response based on theme, analyzed the application in responder co-operation, and carried on the co-operation assessment of emergency response based on the theme.This paper researched on the emergency response co-operation based on comprehensive emergency plan model, to solve the problem of not only one single emergency plan, but also effective connection between a number of emergency plans. At the same time, through discussing the pattern of emergency response co-operation, makes the system of emergency response play a whole mix, being efficient and orderly.
