Flexible Generation Method Of Regional Emergency Response Scheme

Emergency management has become more and more important in recent years because of the frequent occurrence of emergencies in China,which has brought huge losses to people and property.Emergency response plan is a guiding plan for emergency decision-making and emergency management to effectively respond to emergencies.Emergency preparedness plan is a guiding plan for effective response to emergencies.It is an action plan for emergency managers to provide emergency response and first aid.National plans provide strategic guidance,but when disasters occur in specific regions,policymakers need more regionalspecific emergency response action plans.On the one hand,emergency response plan is not the same as emergency plan.Fixed plan provisions are difficult to provide effective guidance for emergency management in specific areas.On the other hand,emergency response is carried out in stages.Emergency response takes a long time and has many stages.The focus of emergency response in different stages is different.There is still a lack of effective response methods in the existing plans.In view of the above situation,from a flexible point of view,that is,the ability of the national plan to evolve into an emergency response plan adapted to the regional environment,this paper studies the generation method of the regional emergency response plan.Firstly,the modeling framework of region-oriented flexible emergency response scheme is studied.Based on the analysis of the flexible theory and the demand of flexible emergency response plan,it is found that the core elements of emergency response plan are changed by the regional characteristics.On this basis,the hierarchical network modeling idea and research framework of regional emergency response plan are put forward.Secondly,the construction method of flexible emergency response scheme is studied.Taking the hierarchical network of emergency plan as the object of study,this paper proposes a method to determine the relationship between the elements(nodes)and the elements(connections between nodes).This paper presents a flexible framework for emergency response plan generation,which is composed of a common framework of plan knowledge and a personalized framework determined by regional characteristics.The regional pertinence of the scheme is reflected by the difference of the disaster consequences,in which the state of the disaster-bearing body and the disaster-bearing body can reflect the difference of the disaster consequences.For any region,the proposed hierarchical network model can generate a regionspecific emergency response plan.On this basis,the method of generating emergency process from the scheme model is proposed.The complexity of the regional emergency process is quantitatively analyzed by graph entropy method.The complexity of the scheme shows that the regional emergency process has higher coordination difficulty,logic difficulty and emergency support difficulty.Finally,considering the time characteristics of emergency response phase,the evolution process of emergency response plan is analyzed,and a phased emergency response plan modeling method for catastrophe is proposed.By constructing thematic spatio-temporal matrix to represent the life cycle of emergencies,the common evolution process of emergency plans is constructed,and the personality evolution process of emergency plans is constructed by constructing the state probability function of disaster-bearing bodies.To sum up,from the point of view of flexibility,this paper studies the generation process of emergency response plan with regional pertinence.By building a hierarchical network,we can reflect the characteristics of specific regions,and also achieve the effective convergence of multi-plan,and explore the evolution model of emergency response plan,so as to serve the emergency response work with pertinence.
