Research On Land Use Regulation Of Tai'an City

This study is aimed at land use regulation by analyzing the effects and problems resulted from implementing the land use regulation in the process of Taian's urbanization. At first, this thesis analyzes many scholastic literatures, related theories and foreign practice situations with literature research method. Then, starting with Taian's land use regulation status, this thesis employs the individual cases analysis method to analyze the positive function of the land use regulation system which is used as the main measure of land supply control and the scale regulation of construction land and fixed asset. Especially in supporting new urban service, the land use regulation system not only can effectively prevent the trend of circling and occupying land due to urban and rural construction, but also secure the necessary land for major livelihood and urgent project development. Because of this system, there has already been some remarkable results, such as "effective protection of cultivated land and basic farmland", "promotion in economical and intensive utilization of construction land", "advance in land consolidation project implementation", "effective protection of ecological environment" and "society-wide increased awareness of land-use in accordance with the law". At the same time, it helps to find out the existing problems, including "difficulties for the land use regulation to meet the requirement of future economic development owing to major background changes", "a serious shortage of planning construction land space", "the tremendous pressure on farmland protection, especially for cultivated land", "the need to improve the level of economical and intensive utilization of the land", "a large amount of illegal land utilization" and "the mismatching between urban planning and land planning." Through those problems, this thesis furtherly analyses the obstale factors of implementing land use regulation. Finally, the thesis proposes countermeasures on overall land use planning which contains "adjusting and optimizing the layout of basic farmland", "making full use of policy of linked change of potential pilot "adjusting land layout", "laying stress on land use regulation and protecting cultivated land practically", "reforming land income distribution method", "stepping up efforts to investigate illegal land use", "reforming the system of land management regulatory agency" and "strengthening the cohesion between land planning and city planning". By the end, this thesis puts forward some related legal facilities, there are "drawing up special laws and regulations in order to supply legal guarantee to administrate the land legally", "improving the registration system", "establishing the land access system", "establishing the administrative public interest litigation system" and "establishing land acquisition system"...
