Land ripening refers to the preliminary land leveling work in the first stage of land development and it is an important part of the first-level land development.Land ripening investors refer to civil subject who obtain the land ripening qualifications through open bidding before the official release of the levy announcement of the renovation project in the Old City(Village of the city,Shanty Town),and contribute the capital to the government for the acquisition of houses on the land,and after the collection of the above-ground houses,they complete the land leveling work.The emergence of this system is mainly due to the convergence of the market and the property right,and after the implementation of the bidding,auction and listing system for state-owned land,the government has taken the responsibility of offering the public ripening land.In order to break the predicament that the government has independently completed the bottleneck of shortage of funds for land reclamation,its own simple financing means,and lack of experienced land reclamation experience,it has actively explored to introduce the social funds into the land maturation.It,on the one hand,solved the difficulty of government funds.On the other hand,the government can borrow the land ripening funds and experience from the investors and successfully completed the land ripening work.At the same time,it also mobilized the vitality of the market economy and achieved a win-win situation of economy,politics,and market.Because there is only a limited period of the related establishment and implementation of the system in China since the government introduce the social funds to the land maturation system,and the gaps in legal and legal support systems have led to a large amount of operational space in the practice process.And the operational practices vary widely from place to place,includes the disunited laws and regulations for governments' rights rent-seeking,different guiding standards,the unfixed operational procedures,the instability policies,and the unfinished institutional mechanisms.
