With the development of the social economy and the civil service's implement and gradually improved,the civil is growing, civil servants are the specific implementation of the Party and the country's policies and regulations, ability level of the civil service directly affects the effectiveness of the party and government policy. And China is a predominantly rural country, which determines the township civil service management plays an important role in the construction of the entire civil service. Township is in our power system, the most basic level of political power units, work attitudes and job performance directly affects the township civil servants to implement the objectives of the Government, and service-oriented government building, the masses of the government's satisfaction. At present, our grassroots civil service awareness, and overall quality, competence and professionalism are all administrative and service-oriented government building requirements there is still a gap, the reason lies in the grass-roots civil service incentive mechanism is not perfect and imperfect.Investigation of this paper Zhuanghe township civil service incentive status quo, based on the integrated use of domestic and foreign-related incentive theory research results, analysts pointed out: factors affecting the Zhuanghe City township civil service incentive mechanism design include constraints on the administrative environment of professionalism limitations, defect management system, a lack of supervision mechanism, put forward a sound Zhuanghe City township civil service incentive measures: first, optimize the social and ecological environment of township civil service to start, and focuses on accelerating our socialist market economic system to adapt oversight mechanisms Secondly, to strengthen the civil service incentive system construction, establish a scientific evaluation system, improve the promotion system, improve the township civil service pay and benefits system, improve the township civil service training system, establish a sound; the economic environment, political environment, spiritual and cultural ecological environment construction and promote the healthy growth of the township civil service; again, using a variety of incentives, incentives to achieve maximum effect.
