| At present, China’s civil service system is in the improvement process. The civil servants management measures continue to bring forth the new through the old, and scholars and experts have done a lot of researches on the various aspects of the system of civil servants.But in the improvement process of each system,the countermeasures of improving the level of civil servants incentive mechanism are lack.Township civil servants incentive mechanism is existing a lot of problems. It will not only affect the whole process of the civil service system construction, but also cause the township civil servants system a great of inconveniences.In recent years,the country published a number of initiatives about the civil servants incentive mechanism. Shandong Province made the request and policy measures about it on account of the specific economic and social development.In this background,this article undertakes concrete analysis and discussion about improving the township civil servants incentive mechanism of Shandong Province. First, the article makes a review at home and abroad,and defines the related concepts, and puts forward the theoretical basises from the hypothesis of human nature and the theories of encouragement.Then,through the questionnaire survey and analysis of specific results,it elucidates present situation and the existing problems.In this process, it analyzes the statistics and research results in detaile. So the existence problems has been discoveried. And then, it undertakes concrete analysis of the causes of the problems. Finally,in reference to foreign civil servants incentive mechanism beneficial experience,the article establishes the overall train of thought of "change concepts--improve systems--integrate methods".Then,it elaborates the improving countermeasures of the civil servants incentive mechanism of Shandong Province. With the development, the civil servants incentive mechanism will increasingly cause government and social’attention, and constantly improvement about the township civil servants incentive mechanism becomes necessary.I hope my research contents and results provide little help for the Shandong Province and even our country’ civil servants incentive mechanism. |
