Government Purchase Of Public Service Problems And Countermeasures

During the 13th Five-Year Plan period, the government proposed that we should improve people's livelihoods and promote national interests to its maximization from all aspects. With the reform and opening -up policy being carried out, people's living standard improved constantly, in the meantime, our social economy transformed from Supply-Oriented to Demand-Oriented. With the characteristics of diversification and multi-layered in people's demand, it's just not enough to meet people's needs by the power of the government alone. The government should make innovations of social management to meet the requirements and build a well-off society in an all-round way in the future.Recently, government purchasing from social organizations has become a hot topic in our country. The government puts forward that we will establish a perfect system of government purchasing till 2020. Government purchasing is an innovation from "governance" to "management". With the guidance of people's demands and the goal of improving the quality of public services, our government strives for happiness society through the cooperation with social organizations. It has been twenty years from the coastal areas in our country to try to buy social services from social organizations in 1995. From then on, government purchasing is expanding the scope and service fields. Local government and social organizations carried out new mode of co-governance actively. However, due to the differences in local economy development, government purchasing from social organizations has not formed a unified operating mode. Government purchasing in Xinjiang just gets started and there certainly exists differences with the domestic developed areas. Therefore, this article analyzed the problems and counter measures for Xinjiang government from practical experience of the transformation of the mode of public service supply.This article uses many research methods, including literature research, comparative analysis, empirical research and so on. With the basis of new public management theory, public products theory and principal-agent theory, the author defines some concepts such as public services, government purchasing and social organizations. Starting from the national policy guidance and practical experience, we analyze the reasons of Xinjiang in lagging of the transformation of the mode in public service supply. The main reason includes unchanged thinking, the imperfect institutional guarantee and mechanism, weakness of social forces and the problem of low ability. Government purchasing needs institutional guarantee, effective supervision and strong ability of social organizations. In the last part, the author puts forward five suggestions for Xinjiang government to enhance government purchasing form social organizations. Respectively, active exploration and practice, establishing and perfecting the system of security, regulating the purchase process, strengthening the supervision and evaluation mechanism as well as the support for social organizations'development.
