Research On The Construction Of The Internet Plus Of The Entry And Exit Administration Department Of Henan Public Security

With the international globalization accelerating, the national strategy of central plains economic region constantly carrying forward and the Zhengzhou urban areas construction deeply developing, leading by the airport economicic comprehensive experimental zone, meanwhile, in the Henan province,the foreigner's population grows rapidly year by year, the administration of the foreign affairs faces a new situation. As a province with a big population, Henan citizen's demand of travel, study and work outside climb unceasingly, leading to the production of the relevant documents issuing grows spurt. At the same time, with the concept of Internet Plus strengthen in recent years, the complex management of the people off broad and the explosive growth of the departure need, the traditional managing mode of the Entry and Exit of the Public Security cannot fully adapt to he requirements of the information age, and it becomes particularly important that how to use the advanced Internet plus concept to improve the existing work efficiency and standard of service.Using the relevant theory of the service oriented government and the E-government, by the way of researching on the literature, empirical study and the comparative study, combing the developing process and the current situation of the Entry and Exit Department of the Henan Public Security, this paper analyses the necessity of the construction of the Internet plus in the Entry and Exit Department of the Henan Public Security from the following new situations and requirements, the sharply increasing number of the departure people, the complicated management of the foreign people in Henan province, the high social concern on the service window, the fast development of the mobile internet, the improvement of the certification's electronization and the implement of the relevant law. Although the construction has achieved remarkable success, there are still existing the following five problems, poor effect of the information sharing, insufficient system intelligence, shortage of the police resources, unreasonable service mode and the potential safety hazard in the entry and exit management. The reasons mainly stays in this three aspects:First of all, the ideology change does not reach the designated position, mainly including the lacking of service consciousness, insufficient understanding of the Internet Plus construction, shortage of the innovation consciousness; Secondly, the allocation of resources is not reasonable, including there exists barriers among equipment system, informatization construction protection not achieving the designated position, the lacking of personnel and technical support;Finally, the unsoundness of the service management mode, including the service process is not optimized, the service means is not rich and the team management needs strengthen. Against the existing problems, this paper tries to propose the strategies which could promoting the Internet Plus construction in the following three aspects. The first strategy is changing the ideology, including strengthening the service consciousness, fully putting forward the Internet Plus construction and promoting the innovation consciousness; Secondly, optimizing the resources allocation, mainly including strengthening the information integration, increasing the construction security and strengthening the team construction;Thirdly, introducing the advanced service management mode, including optimizing of the service process, innovating the service means and strengthening the team managing.Through the constantly carrying forward the Internet plus construction, assisting the Entry and Exit Administration Department of Henan public security's transformation to a service-oriented government agency, it will make citizens enjoy the more streamlined, efficient and convenient services.
