The Research About Social Security In Rehabilitation Of Disabled Children

On the executive meeting of the State Council held on 24, December 2014, Li Keqiang pointed out that it is a symbol of advancement that a society is devoted to ensure and improve the living standard of the disabled, so the government ought to catch up in the field of helping the disabled.Undoubtedlypublic welfare work itself is one of the weakest aspects Chinese society, not to mention disabled children who are most vulnerable among the disabled groups.Theoretically, rehabilitation training benefits disabled children aged from zero to six best for they at the very young and golden state, thereby their demands of receiving rehabilitation training rising dramatically. In their growth, rehabilitation, their greatest need, not only plays a significant role in helping them recover their physical abilities but also represents their basis democratic rights by which they achieve self-independence. However, they are faced with social exclusion from every aspects in reality, including finance, welfare and social relationship.Therefore, this paper will focus on studying the rehabilitation training of disabled children by applying the theory of "Three Floors of Social Security ".Quoted Dongguan as an example, we analyzed policies related to disabled children rehabilitation and current situation where they're faced with by interviewing, conducting field research and collecting papers. In this way, we conclude that the social security upon disabled children have two roots, namely the family financial pressure and the absence and ignore of welfare and social relationship. In other words, once get some sorts of discrimination from the mainstream, they will feel isolated and therefore fail to whole-heatedly devoted themselves to rehabilitation training.Through the study, I found that there were three main reasons causing the problem of rejection of the society to the disable children in recuperation of DongGuan city. First,people lacked of consciousness about welfare and guarantee to the disabled children.Second,the government plays a fuzzy role,and lacked guiding and helping the community service.Final, it was poorly to optimize the society environment of the disable children in recuperation. Targeted to put forward the policy of social exclusion in the rehabilitation of children with disabilities witch includes highlighting the need of the rehabilitation of children with disabilities, improving the rehabilitation system for disabled children, playing well for the government, effectively guiding and supporting the social non-profit organization and optimizing the social development environment for the rehabilitation of disabled children.
