Survey On The Current Status Of Rehabilitation Service For Disabled Children Aged0to6Years Old And Strategies On Optimization In Jiangsu

Objective：The disabled children raised the burden of the society and families, but they arethe most worthy of attention, have the most value of rescue and rehabilitation. Wouldthey be cured in not only related to their only destiny but also affected the stability ofthe family and society, and have a great influence on the improvement of the quality ofthe citizens. To get the information of rehabilitation agencies for disabled children inJiangsu and analyze the existing problems, we conducted this investigation and it willprovide reliable supports for government to make the rehabilitation policy,rehabilitation program and rehabilitation project for disabled children in the future.Methods：According to the research purpose, we identified the items of questionnaire, and"The questionnaire basic on the situation of rehabilitation service for disabled childrenaged0to6years old in Jiangsu" was used in the investigation. When thequestionnaires were collected, the audit staffs that get the training review it and theprofessionals input it. The survey content includes the general condition of all therehabilitation agencies for the disabled children aged0-6years, and compared comparewith the rehabilitation agencies of different levels, different regions, and differentjurisdictions. In this study, the basic conditions of comprehensive and specializedrehabilitation training agencies were described and statistically analyzed, and then weanalyzed the existing problems and shortcomings under the development of the currentrehabilitation agencies of disabled children in Jiangsu, and proposed thecountermeasures and suggestions.The data was double entry by using Epidata3.1, andSPSS13.0statistical software was used for data processing mainly for descriptiveanalysis, chi-square test, and rank-sum test, in which p<0.05as the threshold ofstatistical significance.Results：The five top regions with the largest number of rehabilitation institutions wereNanjing, Xuzhou, Nantong, Yancheng, Lianyungang City. Of the228agencies,0.44%are province-level agencies,42.98%are city-level and56.58%are county-level agencies;50.29%agencies get medical qualification,29.71%agencies get educationqualification, and4.00%agencies get above qualification; the money of59.53%agencies was raised by himself,41.07%agencies’ money from the project funds, and30.36%agencies’ money from the financial allocation;34.50%agencies was belongedto health system,32.16%agencies was belonged to CDPF system,12.87%agencies’money was belonged to education system,4.68%agencies was belonged to civilaffairs system;57.27%agencies can carry out the service for Cerebral Palsy,42.73%agencies can carry out the service for intellectual Disability,38.33%agencies cancarry out the service for hearing and speaking disability,29.96%agencies can carryout the service for autism rehabilitation,18.06%agencies can carry out the service forlow vision. The rehabilitation agencies of different levels have different number ofpersonnel, the city-level agency has more people than the county-level agency’s;affiliation financed through different sources, and received training in differentcapacities of the child; different sources of funding of the different regional bodies isdifferent, the construction area is different (the Northern Jiangsu was more than thecentral of Jiangsu), received training in different capacities of the child (the central ofJiangsu was least), the number of staff (the central of Jiangsu was least).Conclusion：Jiangsu Province’s, the construction and development of children withdisabilities, rehabilitation agencies, synchronized with our overall planning;rehabilitation of disabled children institutions in Jiangsu Province is basically to meetthe rehabilitation needs of children with disabilities; an urgent need to establishprovincial rehabilitation of disabled children institutions in Jiangsu Province, city-leveland county-level institutions have more balanced development; the affiliationrelationship of the rehabilitation agencies were various, each of them has their owncharacteristics; the rehabilitation agencies in different regions of Jiangsu have differentmode of development. In terms of the problem, we think there are the countermeasuresand suggestions: to establish and improve the rehabilitation system; establish andperfect the social operation system; to develop the community-based rehabilitationservices.
