Population, resources and environment have been the main problems faced by human survival and development, which affected by some adverse factors such as population explosion, climate warming and water shortage. As the possibility of improving food production only by traditional farming is very limited, transgenic biotechnology becomes an important way to solve those problems. Since transgenic tobacco came into being in 1983, GM technology developed and penetrated into the agricultural field continuously and rapidly. Until 2014, GM Crops on the world has reached 181.5 million hectares. Also, genetically modified food(GMF) has become a new type of 21 st century food appearing on the dining table of ordinary people. Generally speaking, the emergence of genetically modified food(GMF) is a revolution in the field of food.The development of GMF leads to huge economic and social benefits for the human society, while it may have potential risks to harm human health and ecological environment with its complexity and uncertainty in science. Therefore, the safety of GMF becomes the focus of world's attention and debate from all walks of life. As a result of the GMF safety issue is closely related to public interests and national economic interests, to strengthen safety supervision legislation is bound to become one characteristic of all countries. Therefore, all countries in the world implement different GMF safety supervision systems and modes based on their national interests as well as respective legislation principle. The European Union, the United States and Japan are the most representative.In this paper, the first chapter expounds the basic situation of the GMF safety supervision, the second chapter summarizes the rules and experience through analyzing, comparing and studying GMF safety regulatory legislation system in the European Union, the United States, Japan and international organization. The third chapter expounds the present situation of the GMF safety regulatory legislation in our country and points out the defects and problems in the regulatory legislation in China. Afterwards, the fourth chapter puts forward that in the face of GMF, China should be cautious and optimistic. We should insist on the development concept of innovation, coordination, green, open and sharing, be clear about legislation principle, introduce "Internet +" thinking and put forward suggestions and countermeasures to build an effective legal system and supervision system to ensure the safety of genetically modified food supervision.
