Research On Genetically Modified Food Safety Supervision System In China

With the rapid development of biotechnology,genetically modified food(GMF)has begun slowly incorporate it into people’s lives,the consequent inevitable is GMF safety concern. GMF safety feature is different from the ordinary traditional food,which has the potential harm to human health,environment and other potential harm and the severity of the consequences of the breadth and scope of the virulence characteristics. GMF is in the irresistible development trend of global background, governments and international organizations should rely on the construction of an effective GMF safety supervision system to protect their country or region.In the areas of food need transgenic technology is the realistic demand decided by the realistic national conditions of our country,but GMF safety legislation in China is whether the EU “precautionary principle”or the use of America’s “sound science principle”,it should take national conditions in China,considering the various factors such as the cultural tradition and public awareness,GMF current biotechnology level in China and legal system guarantee.This paper starts from the definition of GMF,to analyze GMF safety issue,and then take our current GMF safety legislation a brief introduction,points out the shortcomings of the existing GMF safety legislation. Next,the paper shows the United States and Europe of genetically modified agricultural Disputes as a starting point to analyze the differences between the US and EU regulatory principles,identify the system in detail. On the basis of reference from the experience of America and European regulatory model and the combination, the paper try to recommend from the optimization of GMF safety risk control system,improve GMF labeling system,construction of transgenic food recall system, the establishment of GMF after the relief system and other aspects,finally improve the legal regulation of GMF safety regulation.This paper is divided into four parts. The first part introduces the basic issue of GMF safety regulation;the second part describes the current situation of GMF safety supervision and regulatory,then analyzes some existing problems;the third part analyse the America and the EU GMF safety regulatory practices; the fourth section presents two paths to improve the safety of GMF law regulation.
