| Since the emergence of GM technology,it has developed rapidly.GM food can be found everywhere in all kinds of marketing channels and consumer terminals.Whether it is on the shelves of agricultural markets,supermarkets or restaurants,many of people’s daily food has quietly become GM food,and its safety problems are noticeable.The supervision of genetically modified food safety plays an active role in guaranteeing consumers’right to health,safeguarding ecological environment security and promoting the development of genetically modified economy.Moreover,there are potential safety hazards in all aspects of the supervision of genetically modified food safety,which need to be regulated and supervised in order to protect citizens’ rights and interests.At present,there are a lot of norms on the legislative level of GM safety supervision in China.The whole chain is jointly responsible by many departments.From the reporting and approval system of R&D experiments to the administrative approval system of food raw materials for production and processing,to the emergency plan management and recall provisions,it has certain effects and shortcomings.The establishment of the State Administration of Market Supervision and Administration integrates a number of responsibilities,which provides a solid foundation for the exploration of new ways of GM food safety supervision.Through the study of American encouragement of substantive equality,voluntary consultation and protection of consumer rights and interests after listing and circulation,and the detailed study of EU strict prevention principle and tracking system,this paper also explores Japan’s similar dietary habits and cultures in Asia from the choice of eclecticism to the strengthening and supervision measures of marking system,and the construction of punishment and accountability mechanism.Learn from our national conditions.Finally,this paper puts forward some suggestions for improvement,in line with the principles of prevention,transparency and full chain regulation,to implement the reporting and approval system of GM food safety,to clarify the management mechanism and testing institutions,to clarify the administrative approval standards of raw materials,to refine the unified management and recall provisions of emergency preparedness plans,and to coordinate and step by step achieve the regulatory objectives of GM food safety. |
