Research On The Administrative Regulation Of Genetically Modified Food Safety In China

The real commercialization of genetically modified food began with the listing of GM tomatoes grown in Monsanto in the United States in 1994.Gm food has been circulating for 24 years.Although GM food has long been consumed for many years,the debate over the safety of GM food has never stopped.In fact,the core issue of genetically modified food is not whether it is safe or not.If we fall into this dispute,the debate will never be end.What really matters in this debate is how to protect consumers' right to know and to choose.The main purpose of the dissertation is to solve the problems of growing and testing genetically modified crops illegally in practice,to solve the legislative defects of genetically modified food,the unreasonable regulatory system,the imperfect safety assessment system and the safety warning mechanism,the unreasonable labeling system,and the imperfect accountability system.The dissertation elaborates the theoretical basis of the administrative regulations on the safety of genetically modified food and proves the necessity of the government administrative regulations.Examining the principles established on GM food safety regulations of the representative countries,and comparing the basic situation of GM food safety regulation in the United States,European Union and Japan from the aspects of regulatory legislation,institution and system.According to the existing problems mentioned above,giving suggestions to perfect the administrative regulations of GM food safety in our country,such as perfecting the regulatory legislation,optimizing the regulatory system,perfecting the safety assessment system,the safety warning mechanism,the compulsory labeling system,and the accountability system.We will implement a comprehensive management of research,testing,production,circulation and trading of the genetically modified foods,standardize the market order of genetically modified food and earnestly safeguard the rights and interests of the consumers.
