Research On The Performance Evaluation Of County Administrative Organs In China

The performance evaluation of the administrative organs is one of the important issues of public managements. It can improve the local government public services effectively and further promote the reform of local administrative management system in China. Western countries have begun to carry out the research and practice of government performance management in 1970 s. Along with the rising of "new public management movement", they began to introduce performance evaluation in government management later on. Along with the reform of administrative management system and the gradual deep-going of the transformation of government functions, the local government in our country has also started a comprehensive study of government performance assessment, but there are still many aspects exiting to be improved and problems to be solved. The research about the administrative organs of government performance evaluation in the specific conduct and implementation of in-depth research has a great significance in improving the performance of the government through the theory and in practice.Through the study of the existing administrative organs performance evaluation method, it is not difficult to see that because of the not so perfect performance evaluation system, the unitary of the performance evaluation body, the monotony of the assessment methods, the defective assessment index, the not comprehensive assessment content, and the not well utilized assessment results with some other issues, the results of the performance evaluation are not accurate and fair which will weaken the government's administrative efficiency and cause the failing of performance evaluation's function.From the perspective of public management, this paper tries to combine the characteristics and problems of the performance evaluation of Ping yang County, which is based on the basic theory of performance evaluation. Aiming at the problems in the process of the performance evaluation of Pingyang County, this paper also tries to combine the theory and practice and raises feasible proposals on how to improve the performance evaluation a better system.
