Research On The Performance Evaluation Of Service Oriented County Government

County Government in China's five level administrative region bear the role of connecting link between the preceding and the following, not only to governments at or above the county level administrative policy, but also to the government of the villages and towns were administrative, both under the jurisdiction of regional economic development, political stability, people's livelihood management and other administrative work. With the rapid development of the acceleration of the process of the marketization of public service and social economy of our country, county government functions needs to change, need from the traditional government administration and management to the transformation of government administrative service,think social providing quality services to the public, improve the livelihood of the people, improve the local people and machine structure subject to government service satisfaction, and promote the development of the local society. Construction of service oriented government at the county level is the core idea of the new counties during the period of the transformation of government functions, the government performance evaluation is an important tool to promote the construction of service-oriented government at the county level, and the construction of service oriented government at the county level needs effective performance assessment tool to promote and guide the countygovernment performance improvement and work, improve service efficiency.This study uses AHP analysis method and Delphi method of service-oriented county-level government performance evaluation system construction research, first of all to service-oriented county-level government performance evaluation of theoretical analysis, analysis of the connotation of service oriented government, government performance evaluation method and government performance evaluation and the service type government construction between the theory of association and interaction. And then use empirical research methods to explore the service-oriented county-level government performance evaluation subject selection and performance evaluation system design,the choice of the assessment of the performance of the main diversified subject of performance evaluation for the object, to explore the diversification of performance evaluation of necessity and specific selection method and the final evaluation participants. County service-oriented government performance evaluation system design, by determining the principles and steps to construct, ultimately determine the performance evaluation index system and the index weight by empirical analysis method and the method of questionnaire investigation and for specific performance evaluation method carries on the elaboration. In S County as a case, by the design of this study county service-oriented government performance evaluation index of the county's performance were evaluated to calculate the comprehensive score, and compared with the performance score of W County, s County,the results of performance evaluation and performance reflects the determination, for the county's performance assessment and improvement plan. Finally, according to the research results and service-oriented county-level government related theory proposedservice-oriented county-level government performance assessment of the institutional arrangements, from the system of performance evaluation system, performance rewards and punishment system, performance evaluation index data management system level proposed innovative performance evaluation system arrangements, provide guarantee for the effective implementation of the County Service Oriented Government performance evaluation system.
