Studies On The Performance Evaluation System Of E-government In The Perspective Of Service-oriented Government

Electronic government(or E-government) refers that government and other public organizations deliver public services, organize society and perform other functions with the utilization of internet and computer technology, which optimizes the process and management services to the utmost and thus wipe off the problems related to time and places and lead to a closer cooperation between different departments. So the public organizations can provide the citizens with more convenience, thus contributing more benefits to the public.Nowadays, the mainstream principles of citizen and social standard in the democratic society have already turned serving into the core of social governance system as well as the center of functional structure of government, which requires our government to be service-oriented. Since establishing E-government is the significant measure to transform the government functions and to accelerate the construction of service-centered society, our country has invested over 50 billion into its construction. But there are still problems we need to deal with, like the defects in the indicator-system and non-standard evaluating ways. Based on the studies of E-government performance evaluation system home and abroad, this paper analyzes the advantages and disadvantages, and proposes solutions in the principle of AHP. This paper adopts a qualitative analysis incorporating the advantages of quantitative analysis. AHP not only emphasizes the use of objective data but also the consideration of subjective judgment requirement in the process of making management decisions. Considering the functional distinction existing in different ranks and branches, with the use of AHP on deciding the index weight and examples of E-government system from 14 cities and counties in Hunan Province, this paper conducts evaluation(the effectiveness of the evaluation-system) and presents the problems in E-government in the cities and counties of Hunan Province, based on constructing the E-government performance evaluation system in theprefecture-level cities. And the paper offers scientific evaluating methods for the annual investments in the E-government related fields to improve the success rate in the implement of E-government; to normalize the performance evaluation system in modern public society; and to enrich the E-government theoretic studies.
