The Research On The Stranded Children Protection System

Children are the future of a country, the hope of a nation. Chinese government has always been focusing on the issues of children welfare cause and children rights. Yet, at present, many relatively uncompleted aspects in China still exist in underprivileged children protection system. Thereby, this paper is mainly to analyze the protection service process and several ignored and abusive children cases among underprivileged children at the N minor protection institution of Nanjing, which aims at revealing the existing problem in China’s underprivileged protection system. In the end, it combines with rather mature foreign children protection system so as to form proper underprivileged children protection system based on China’s national conditions.The research suggests that the underprivileged children protection system has several following problems. First of all, it is because of the lack of preventative remedies in legislation, imperfect children evaluation system and slowness of children protection working process that legislation lacks a certain practicality. Secondly, in the institutional framework, the difference of different departments for the purpose of children policy brings it presenting a character of functional departmentalization. Thirdly, as for social aspect, due to the lack of social organization workers and children protection knowledge as well as the limit of community committee ability, children protection working is relatively weak in its social supporting force. With the integrating of these three factors, underprivileged children protection system faces the problem of its improper practicality. So China needs to establish completed protection system and adult protection center, provide professional service by social organizations and set up detailed community division system, guaranteeing the improvement of underprivileged children protection system.
