With the development of the economy,the transformation of society and the change of family structure,children's survival,development and security rights and interests are not effectively guaranteed.As a result,the number of children in distress is increasing,and various vicious incidents that harm children are successive.Exposure,children in distress began to receive widespread attention from all walks of life.The state has introduced a series of laws and regulations on the protection of children in distress,and selected two batches of pilot cities for the protection of minors nationwide.After being selected as one of the pilot cities,N City has promulgated a number of laws and regulations,and strives to build government-led and social synergies.Public protection child protection mechanisms.However,the new policy has new challenges in responding to the new problems of child protection in distressed children.How to make the policy of children with distressed children more effective in meeting the needs of children in distress,and more fully safeguard the rights of children in distress,has become an important topic for research and discussion..This study takes the theory of policy process,children's needs and children's rights as the analytical perspective and theoretical basis,and uses the literature research method,interview method,participation observation method and case analysis method to conduct theoretical and empirical research.By combing the development process of N city's distressed children's protection policy,combined with the empirical data of 20 cases of child care and custody of children with imprisonment,and the empirical data of children's protection policies in the N city,the results of the current N-city child protection policy have been achieved.The type of gradual refinement,the basic level of living security for policy development has increased significantly,and the leading institutions for policy implementation and their responsibilities have become increasingly clear.At the same time,the study found that the N-city distressed child protection policy has the following problems:at the policy-making level,the legal provisions of the report are vague,lack of support for the original family and the foster family,the entry barrier for the distressed children is too high,and there is a lack of cohesion between policies.At the policy implementation level,some community workers misreported and misrepresented children in distress.Children in distress did not participate in the needs assessment.The evaluation content was lack of practicality and frequency,and the implementation policies of individual government departments were not in place.At the policy evaluation level,The independence of the third-party policy evaluation system is insufficient,and the public participation rate for policy evaluation is low.Combining the experience that can be learned from developed countries and overseas regions,as well as the research results of experts and scholars,this study believes that at the policy formulation level,the government should improve the existing discovery reporting mechanism,improve the economic support and service arrangement system for native families,and enrich Foster care policy and detailed foster care agreement,reduce the entry barrier for children in difficult situations,and link with the minimum living security policy;at the policy implementation level,strengthen policy propaganda and guidance for community workers,pay attention to evaluation interviews for children in distress,strengthen the Evaluate personnel's training and education,standardize the implementation mechanism of the child protection policy for distressed children;promote the institutionalization of third-party policy evaluation at the policy evaluation level,and play an important role in public participation in policy evaluation.
