Research Of The Public Participation In Community Governance Of The Xuqiao Community In Hefei Beicheng District

With the development of economy and society, China’s reform has entered into a new comprehensive deepening stag e. Now the change of the political system and social system was push onto a m ore prominent position. In order to achieve the overall goal of i mprove and develop the Ch inese characteristics socialist sy stem, advance national governance system s and modern governance, governm ents at all levels are actively changing functions. Social governance i ssue has becom e a widespread issue. Ma ke the pu blic more effective participate in community governance has an im portant meaning to China’s political system and social system reform, also to realize the grassroots self-governance modernization.Fringe area is the product of deepen ing urbanization process, urban space expansion to rural areas and urban and dual development structure of urban and rural. Although in these areas, m any places are same with urban areas(such as infrastructure construction, part of th e economic and industrial developm ent and people’s social lif e), there ar e still m any big dif ferent aspect(f or example, management, land issues, people’s ideas). People said that the fringe area is just close to the city at natural attributes, but for the social attributes, rural areas still remain in the original. This area is in a state of "non- city non-rural, both urban and rural”. It is the most active areas of urbanization, most concentrate contradictions areas of urban and rural contradiction. Ef fective participation in th e fringe area’ s community governance has an im portant meaning to the stability of grassroots public order and urban and rural development.The author chose th e X Community in Hefei Beicheng District as the research object. Combined with field interviews a nd literature research m ethod, this paper described the issues of public participat ion in fringe area community governance. Firstly, the paper described the com munity governance status from aspects of public participation population struct ure, community grassroots organizations, participate awareness and motivation, the type and level of participation and the development of social organizations. Secondly, the paper summarize that problems(low rate of public participation low participation level, low level of or ganization, insufficient driving force of grassroots self-governm ent organizations, less governm ent guidance...) are due to the big am ounts of mobile population, participants did not adapt to the role changing role, im perfect transition of comm unity-based organizations, immaturity organizational development and insufficient government attention. Finally, the author got som e inspirations from a num ber of X community ’ s new initiatives and relevant dom estic researches: To achieve the goal of ef fective participation in comm unity governance of the fringe area, the governm ent should strengthen the m anagement of floating popul ation’s participation, training villagers transform to residents, coordinate the transition of Villagers’ Committees to Residents’ Committee, mobilize social interm ediary organization’s participation, establish specific adaptation body involved mechanism for the fringe areas.
