With the development of economic system reform and the acceleration of urbanization process, the urban villages'phenomenon is attracting more and more attention. In the 20th century, Shenzhen and Guangzhou took the lead in urban villages rectification work, then some cities'governments had also accelerated the pace of urban villages rectification work. In 2004, Beijing was first proposed "urban villages'reform". Later, Beijing also launched many actions, including centralized improvement on 50 municipal supervision key villages and special regulation on urban-rural fringe. Although the transformation of urban villages had made great progress, especially public security and living environment had been improved at a large range, there are still many problems in the urban-rural community. For example, the residents' political democratic rights in the urban-rural community is still lack of effective protection, political participation extent is still quite limited, political participation consciousness is still in slumber, the reasons for above phenomenon are economic level, social culture, geographical location and personal qualities, etc. Among the factors affecting political participation of residents in the urban-rural community, the institution is one of the most important factors. Therefore, this article will study the influence of the system to residents' political participation in the urban-rural community from the perspective of the system.This paper will start from the perspective of system and the content was based on the research of residents' political participation on village M in Beijing. This paper focuses on studying the political participation situation of residents in the urban-rural community, analyzing the political participation problems and institutional factors, seeking for the improving path for people's political participation, providing ideas to Beijing and even the national communities'development.
